Replaces astral-sh/setup-uv with jdx/mise-action in every workflow that installs uv. CI now runs the uv version in mise.lock, which is the version that local development uses. This replaces the version: latest-known approach from STF-1497.
install_args installs only uv, not the other tools in mise.toml.
The dev group and CI use tox-uv-bare in place of tox-uv. tox-uv installs its own uv from PyPI. tox-uv-bare uses the uv on PATH, so tox also runs the mise uv. CI runs tox with uvx.
CLAUDE.md now says to install uv with mise install uv.
The release workflow sets cache: false. zizmor's cache-poisoning audit flags mise-action when its cache is on, as it did for setup-uv.

The release and test workflows replace astral-sh/setup-uv with jdx/mise-action. The test workflow runs tox through uvx with tox-uv-bare and tox-gh. The project and local setup instructions also configure uv through mise.
The workflows install uv through jdx/mise-action; the release workflow disables caching. The test workflow runs tox through uvx with tox-uv-bare and tox-gh. mise.toml declares uv at the latest version. The local setup instructions use mise install uv, and the development dependency changes to tox-uv-bare.
Local setup can fail to find uv unless mise is activated or its shims are on PATH. The change is otherwise mergeable with that limitation addressed or accepted.

Use the latest known uv version in CI
Install uv with mise in CI
Nov 5, 2026
Replace astral-sh/setup-uv with jdx/mise-action. CI now runs the uv
version in mise.lock, which is the version that local development uses.
The release workflow disables the mise cache, as it did for the
setup-uv cache (zizmor cache-poisoning).
Dependabot does not update mise.lock. To update uv, run
`mise upgrade uv` and commit mise.lock.

--with tox-uv installs tox-uv's own uv from PyPI, so every tox env sync runs that uv and not the uv pinned in mise.lock. This defeats the PR's stated goal.
The CI logs show + uv==0.13.7 installed into the tox tool env and 3.10: uv-sync> /Users/runner/.local/share/uv/tools/tox/bin/uv sync --locked .... The versions match today only because 0.13.7 is the newest uv on PyPI. When uv 0.13.8 or later ships, uv tool install resolves it, and all 20 test jobs and the lint env sync with an unpinned uv. mise still pins 0.13.7. Local uv run tox uses 0.13.4 from uv.lock. That is three different uv versions. Fix: use --with tox-uv-bare, which uses the uv on PATH (per the tox-uv README), or set TOX_UV_PATH.
The reason will be displayed to describe this comment to others. Learn more.
From Claude (Claude Opus 5.5), on Greg's behalf: Fixed in 44b4998. The dev group and CI now use tox-uv-bare in place of tox-uv, so tox uses the uv on PATH, which is the mise uv. uv.lock no longer has the uv package from PyPI. A local run logged using system uv from PATH: .../mise/installs/uv/0.13.7/... for each tox environment.
The reason will be displayed to describe this comment to others. Learn more.
The release build job now downloads and runs the newest mise binary at job time. It sets no version or sha256, so an unpinned third-party binary runs in the job that produces the artifacts uploaded to PyPI.
The release log shows curl ... jdx/mise/releases/download/v2026.11.1/..., chosen at run time (newest release older than 24h). It is checked only against checksums that the same upstream signs. A bad or compromised mise release older than 24h would run inside the build job, and the upload_pypi job publishes that job's dist/ output. Pin version: and sha256: for mise-action in release.yml.
The reason will be displayed to describe this comment to others. Learn more.
The step writes ~/.local/bin to GITHUB_PATH after mise-action adds its uv install directory, so ~/.local/bin comes first in PATH for later steps. Any uv in ~/.local/bin then shadows the uv from mise.lock.
GITHUB_PATH entries are prepended in the order they are written, so ~/.local/bin lands ahead of .../mise/installs/uv/0.13.7. If a runner image or an earlier step puts a uv in ~/.local/bin (the location the astral install script uses), the 'Install Python' step runs that uv and not the locked one, and no error appears. Write the tool bin directory only on Windows, or call tox without a PATH change.
The reason will be displayed to describe this comment to others. Learn more.
From Claude (Claude Opus 5.5), on Greg's behalf: Fixed in 848e2bb. The workflow no longer writes to GITHUB_PATH, because the test step runs tox with uvx. The mise uv stays first on PATH.
The reason will be displayed to describe this comment to others. Learn more.
This comment is about the uv install instructions in CLAUDE.md (around line 401), which is outside the diff. The PR says CI now uses 'the version that local development uses', but the repo setup docs in CLAUDE.md still tell developers to install the newest uv with the astral install script. Nothing points them to mise.
A developer who follows CLAUDE.md gets the newest uv in ~/.local/bin. dev-bin/release.sh and uv run tox then use that uv, or the uv 0.13.4 bundled by tox-uv from uv.lock, and not the 0.13.7 that CI uses. CI and local results can differ, which is the problem the PR sets out to fix.
The reason will be displayed to describe this comment to others. Learn more.
From Claude (Claude Opus 5.5), on Greg's behalf: Fixed in dbf3abd. CLAUDE.md now says to run mise install uv, which installs the uv version in mise.lock that CI uses.
The reason will be displayed to describe this comment to others. Learn more.
Removing setup-uv drops its default uv package cache (enable-cache: auto). It also drops the RUNNER_TEMP (D: drive) locations for UV_CACHE_DIR, UV_TOOL_DIR, UV_TOOL_BIN_DIR, and UV_PYTHON_INSTALL_DIR on Windows.
Each of the 20 matrix jobs now downloads every PyPI wheel for the tox tool env and the test env with a cold cache. On Windows, uv writes its cache, tool envs, and Python installs to the slower C: drive (C:\Users\runneradmin\AppData\Roaming\uv\tools\tox in the log). CI gets slower and makes more PyPI requests on every push and PR. If mise stays, cache uv's cache directory with actions/cache, keyed on uv.lock.
The reason will be displayed to describe this comment to others. Learn more.
From Claude (Claude Opus 5.5), on Greg's behalf: Not adding a uv cache, the same as the other PRs for STF-1497. Not setting the Windows directories either. The Windows jobs on this PR take about as long as on main: on average, 231s on main and 238s on this PR.
The reason will be displayed to describe this comment to others. Learn more.
The shell: bash override and the GITHUB_PATH line exist only because tox is installed as a persistent uv tool and then called by name. A one-line uvx call needs neither.
The step now has three lines, a shell override on Windows, and a PATH change that also affects all later steps on Linux and macOS. uvx --python-preference only-managed --python 3.13 --with tox-uv-bare --with tox-gh tox run --skip-missing-interpreters false in the 'Run test suite' step does the same job with no PATH change and no separate install step.
The reason will be displayed to describe this comment to others. Learn more.
From Claude (Claude Opus 5.5), on Greg's behalf: Fixed in 848e2bb. The test step now runs tox with uvx. The "Install tox" step, the shell: bash override and the GITHUB_PATH write are gone.
The reason will be displayed to describe this comment to others. Learn more.
The new comment explains the line by comparing it to the removed action ('unlike setup-uv'). That context means nothing once setup-uv is gone from the repo.
Later readers see a comparison to an action the workflow does not use. The useful fact (on Windows runners, the uv tool bin directory is not on PATH, and uv warns that C:\Users\runneradmin\.local\bin is not on your PATH) can stand alone without the reference to the old action.
The reason will be displayed to describe this comment to others. Learn more.
From Claude (Claude Opus 5.5), on Greg's behalf: Fixed in 848e2bb. The comment is gone, together with the GITHUB_PATH line it explained. The test step now runs tox with uvx.
The reason will be displayed to describe this comment to others. Learn more.
Removing setup-uv also removes its Python problem matcher. setup-uv v10.3.2 has add-problem-matchers: true by default and registers a python.json matcher, which turns Python tracebacks into GitHub annotations. mise-action does not register a matcher.
A pytest failure or traceback in the test jobs no longer shows as an annotation on the PR's changed lines or in the run summary. Reviewers must open the raw log to find the file and line that failed.
The reason will be displayed to describe this comment to others. Learn more.
From Claude (Claude Opus 5.5), on Greg's behalf: Not adding a problem matcher. setup-uv's python.json matcher matches only a File "...", line N line directly followed by a raise Foo('...') line. pytest's default failure output does not have that shape, so the matcher rarely made annotations for these test jobs.
tox-uv depends on the uv package from PyPI, and tox then uses that
bundled uv. In CI, this was the newest uv on PyPI, not the uv in
mise.lock. Locally, it was the uv in uv.lock.
tox-uv-bare does not bundle uv. It uses the uv on PATH, which is the
mise-installed uv in CI.

uvx runs tox without installing it as a uv tool. The workflow no longer
needs to add the uv tool bin directory to PATH or force bash on
Windows.

The step installs mise, and mise.toml sets the uv version. The new
name tells a reader where to change the uv version.

Without mise activation or shims on PATH, mise install uv does not expose uv. If no other uv installation is on PATH, uv sync --all-groups fails. Document the activation or shims prerequisite, or run the uv commands through mise exec.
