The Azure Service Bus and Azure Storage Queues jobs fail when the GitHub hosted runner is placed in a region where those resource types are not available. The setup actions create the test namespace and storage account in the region of the runner VM, read from the instance metadata service. Since 2026-10-29 runners show up in
EastUS3, which Azure rejects forMicrosoft.ServiceBus/namespacesandMicrosoft.Storage/storageAccounts:Some runs also report an empty region. The Service Bus action falls back to
eastusin that case, the Storage action does not.Affected runs, 7 of the last 39 failed CI runs:
